SRLS has been involved on many large scale projects throughout the firm's history. Most recently, SRLS has achieved success in the acquisition of large-scale electric transmission projects, including the 345kV WindSpeed line in Oklahoma, as well as numerous other 345 and 138kV projects in the Southern United States.
SRLS has won numerous awards for its work, including being named as a joint recipient of the distinguished AASHTO President's Team Award on the "Big I" reconstruction in New Mexico. AASHTO also jointly recognized SRLS with the AASHTO Pacesetter Award for its work on the Richardson Loop in Oklahoma. Additionally, SRLS was instrumental in the Right of Way success of IH-10/Katy Freeway Reconstruction project in Texas, which the International Right of Way Association (IRWA) recently designated one of the Top 10 North American Infrastructure Projects of the Past 75 Years.

Lone Star CREZ 345kV Transmission Line
Lone Star Transmission, LLC., is building approximately 300 miles of new 345kV double circuit transmission lines to transfer wind-generated electricity from areas of West Texas to consumers throughout the state. The transmission lines cross the following counties: Scurry, Fisher, Jones, Mitchell, Taylor, Callahan, Shackelford, Stephens, Eastland, Palo Pinto, Erath, Comanche, Somervell, Johnson, Bosque, Hill, and Navarro. The line will use predominately concrete monopoles ranging from 100 to 120 feet in height. SRLS was contracted to provide Right-of-Entry and 30-year Title Search for 150 miles of the line. SRLS completed their contracted portion in early May of 2011.
Sunnyside to Hugo 345kV Lines
SRLS is completing acquisition and construction support activities on the West end of the 130 mile 345kV line. The
line is being constructed to support the national grid expansion and increase reliability. The route starts at the
existing OG&E Sunnyside Substation near Lone Grove, Oklahoma and runs to the Western Farmers Electric Cooperative
substation near Hugo and Fort Towson, Oklahoma. Right-of-Way acquisition and surveys were
completed in 2010, with construction completion in 2012.
Sooner to Rose Hill 345kV Lines
SRLS is providing the same service,s as in the Sunnyside to Hugo project, to OG&E on the Sooner to Rose Hill line which extends primarily from the
existing OG&E Sooner Substation near Red Rock, Oklahoma North to the Kansas border. The 345kV line is scheduled
to be complete in 2011.
WindSpeed 345kV Line
Burns & McDonnell + OG&E
This line serves the Centennial Wind Farm, one of the only wind farms to be wholly owned by an electric
utility. OG&E’s wind power program is one of the largest in the country with 170MW's of power,
enough electricity to power about 51,000 homes.
This double circuit 345kV steel monopole line had an extremely compressed acquisition schedule and is being constructed in a “design-build”
manner. SRLS is currently involved in the final phases of construction damage settlements.
Various Transmission Expansions - 138kV Lines
SRLS is currently completing various transmission line projects for Oklahoma Gas & Electric
in Lincoln and Oklahoma Counties. Over 200 ownerships have been
affected on the following projects:
Reconstruction - Tulsa, OK
Smith-Roberts Land Services is proud to have provided full “turnkey” services for the
Oklahoma Department of Transportation for this high-profile, politically-sensitive project.
SRLS secured 198 parcels through successful acquisitions and relocated 240 tenants. Resulting from this success, SRLS observed a condemnation rate of less than 1%.
The following services were provided by SRLS: appraisal, negotiated acquisitions, relocation
advisory assistance, title services, closing services, property management, demolition
advisory services and security control.
Katy Freeway - Houston, TX
Mark Bilyeu, President of Smith-Roberts Land Services, established the IH 10 Team, LLC in 2003
that was subsequently awarded the largest outsourced Right of Way project performed
by the Texas Department of Transportation.
This project involved the acquisition of 253 parcels and the relocation of over 600 residential
and business displacees within a three-year period from 2003 through 2006. Businesses
affected on the project included multi-story office buildings, car dealerships, medical
offices, recreational facilities, apartment complexes and a multitude of other users.
The magnitude of these services was accentuated by TxDOT's accelerated delivery schedule
and driven by an operational need to get the facility improvements in place as soon as
possible.
SRLS Texas, LLC was the lead subconsultant on the IH 10 Team and provided corporate
oversight, project management, acquisition and relocation assistance services for the project.

The "Big I" Reconstruction - Albuquerque, NM
New Mexico’s Politically-sensitive Fast-track Big-I Reconstruction:
SRLS implemented management strategies and performed overall project management for Right
of Way appraisals and appraisal reviews, acquisitions and relocation assistance, billboard sign
removal and relocations to accommodate improvements to the I-25/I-40 Junction in Albuquerque,
The “Big I” was a very high profile, politically sensitive project with an aggressive Right of Way acquisition schedule utilizing preliminary design information to begin the appraisal and acquisition process. New Mexico Highway and Transportation Department policies and procedures for all Right of Way functions were streamlined and innovative ideas were developed, presented and adopted by NMDOT and FHWA Reality Officer for implementation by the project team on this project.
The implementation of these ideas as well as streamlining the policies and procedures allowed for early project and program delivery without compromising the Federal Regulations and Uniform Act.
Corridor Expansion - Utah
SRLS is providing right of way and land acquisition assistance to the engineering firm
HNTB for the acquisition of priority parcels along the planned route. This paramount project is the largest, highest profile project ever
undertaken by Utah Department of Transportation. The planned corridor will
alleviate traffic congestion, support economic development, improve mobility of
goods, increase safety and accommodate additional population growth. Key details
for the IH-15 Expansion are as follows:
700 East Project - Utah
SRLS has assisted UDOT on the 700 East project.
Specific task items include negotiation, title review,
closing, relocation assistance and eminent domain
assistance.
SRLS acquired 136 parcels with a low condemnation rate of only four (4) percent. UDOT is preparing to begin roadway reconstruction along 700 East from 11400 South to Carnation Drive, as well as improvements to the 12300 South intersection. The reconstruction of 700 East will improve roadway safety and flow of traffic for residents, businesses, and recreational users.
