Mark is the President of Smith-Roberts Land Services, Inc. (SRLS) and has over twenty years of experience in all aspects of the right of way industry. Prior to becoming President of Smith-Roberts in 1995, Mark enjoyed a successful ten year career with another national field services company and with Western Farmers Electric Cooperative. Mark has managed numerous high profile transportation projects throughout Oklahoma, New Mexico and Texas for both private and public sector clients. He holds the IRWA SR/WA designation and is a past Board Member and Vice-Chair of the Right of Way Consultants Council. Mark is a graduate of Oklahoma State University in Stillwater, Oklahoma.
James R. "Jim" Duncan, Chief Financial Officer Jim has over forty years of experience in corporate management, accounting, marketing, MIS operations and MIS management. Prior to joining SRLS in 2000, he was President and owner of Duncan Enterprises, Inc., group of retail companies for eighteen years. He also served as Vice President, Chief Financial Officer and Chief Operating Officer for three other companies: SWLG, a national company that developed and distributed the nation's first non-fat dietary ice cream; Life Trends, a nutrition and fitness company; and AMS, a national marketing company. While at AMS, Jim was responsible for a financial turn-around and developed a marketing plan that resulted in AMS becoming a multi-million dollar company and one of the fastest growing companies in the nation. J. Thompson Rebecca has twenty years of real estate related experience, specifically in transportation and right of way matters. She is a licensed attorney and certified planner with both private and public sector experience. Prior to joining SRLS, Rebecca was the Director of Acquisition/Asset Management and Supervising Attorney for the Texas Department of Transportation in the Right of Way Division. She is also a former Assistant Attorney General for the State of Texas where she represented TxDOT in condemnation matters. Rebecca is R/W-NAC certified by the International Right of Way Association, is an approved IRWA Course Facilitator, and currently serves of the Board of the Right of Way Consultants Council. She has an undergraduate and master degree from Texas A&M University in College Station, Texas, and a law degree from South Texas College of Law in Houston, Texas. Top Craig Cunningham, Senior Area Manager Craig has over sixteen years of experience in multiple areas of the right of way industry. As part of his management duties, Craig is responsible for the day to day office operations of the Oklahoma offices. With SRLS, he managed four Divisions in the Oklahoma Department of Transportation (ODOT) statewide capital improvement program where over 1200 parcels were affected by engineering, appraisal, acquisition, relocation and utility relocation within an eighteen month time period. Craig also serves as liaison for ODOT on several on-call contracts with various municipalities. Prior to joining SRLS in 1997, Craig was a principal in Mid-West Certified Appraisers, a family owned business, where he prepared appraisals, acquired right of way and handled relocation services. Top Tim Head, Area Manager, R/W-NAC Tim has over fifteen years of right of way related experience, specifically dealing with surveying, negotiation, condemnation support and property management. Before joining SRLS, Tim was with the Fort Worth District of TxDOT where he gained valuable knowledge of TxDOT right of way policies and procedures and trained others on those same procedures. As Area Manager with SRLS, Tim is responsible for the oversight of Company right of way activities associated with the various offices under his management. In addition to his management duties, Tim is involved with marketing and business development for the Company. He holds a Texas real estate license and is also R/W-NAC certified by the International Right of Way Association. Tim attended the University of Texas at Arlington and Tarleton State University in Stephenville, Texas. Top Scott has over thirty-five years of transportation related experience having served in the Beaumont District of TxDOT as Director of Transportation Planning & Development, District Right of Way Engineer, District Design Engineer and Resident Engineer. He is a registered professional engineer and registered professional surveyor in the State of Top Gilbert Ybarra, Special Projects Manager Gilbert has twenty-seven years of experience in project management, construction management, inspection and design. His areas of expertise include utilities, roadways, bridges airports and subdivisions with local, State and Federal entities. Prior to joining SRLS as Special Projects Manager, Gilbert owned his own consulting firm where he specialized in construction management and contractor services in the utility industry. He is a registered professional engineer in the State of Sandra Luegge, SR/WA, R/W-RAC, ROW Supervisor Sandy Top Janna T. Wampler , R/W-AMC, ROW Supervisor Janna has over fourteen years of right of way experience, including twelve years served with the TxDOT Right of Way Section in the Dallas District. Her duties there were specifically in the areas of property management (leasing, disposal and exchange of highway assets), utility certifications, and coordination with various local public agencies to ensure compliance with Federal/State rules and regulations. She was also chosen by the TxDOT ROW Division to pilot a GIS/GPS outdoor advertising program for the State of Top Leon Boone, Resource Administrator Leon has over twelve years of right of way experience and ten years of real estate development experience. Leon currently serves as Resource Administrator for SRLS and also serves as Project Manager for specific project and clients. Prior to joining SRLS, he served as Division Manager of Public Sector Projects for another right of way consulting company in Texas. His right of way experience includes governmental clients at all levels, including TxDOT, Dallas County, and the City of Carrollton. Leon was previously a Senior Administrator for the Dallas/Fort Worth International Airport where he participated in a seven year, one hundred seventy five (175) million dollar land acquisition and relocation project. He also served as Director of Community Development for the City of Amarillo. Leon has a Bachelor of Arts Degree from Yale University. Top Ally Johnson , Resource Administrator Ally has four years of right of way experience and ten years of marketing and business development experience. Ally currently serves as Resource Administrator for SRLS and also serves as Project Manager for specific project and clients.
